EDUCATIONAL REQUIREMENTS:
Masters
Degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) and two years of
full-time wage earning experience directly related to the duties and
responsibilities.

Bachelor’s
degree in Information Systems or Computer Science from a college or university
accredited by an organization recognized by the Council for Higher Education
Accreditation (CHEA) and three years of full-time wage earning experience
directly related to the duties and responsibilities.
**OR**
Bachelor’s
degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) and five years full-time
wage earning experience directly related to the duties and responsibilities.
Supervisory
and Project management experience is highly desirable.
CERTIFICATION
Certification
in database management, administration and/or development such as: OCA DBA, OCP
DBA, OCM DBA (9i minimum). With OCA DBA PL/SQL and OCP DBA or better preferred.
SPECIAL
KNOWLEDGE / SKILLS:
Knowledge
of Oracle (SQL and PL/SQL). Strong understanding of database structure,
theories, principles and practices. Knowledge and understanding of relational
database structures. Skills in technical writing and preparing technical
reports and documentation. Knowledge of ZEND Studio (Eclipse), Subversion, PHP,
HTML, JavaScript, jQuery, PEAR, XML and XSLT.
Knowledge of practices, principles, and techniques of programming in a client
server or browser environment. Knowledge of personal computer and network
hardware, operating systems, software and peripherals. Skill in the use of
computers and related equipment in a stand-alone or location area network
environment. Skill to write, test, debug and maintain computer programs. Skill
to develop custom applications for use in a stand-alone or network environment.
Skill to develop, implement and evaluate standards and procedures.
MAJOR
RESPONSIBILTIES AND DUTIES:
Analyzes
education department needs as outlined by the Windham School District
Administration regarding detailed data processing requirements and
capabilities. Assess and develop long-term strategic goals for production
databases in conjunction with data owners and department managers. Work with application
development staff to develop database architectures, coding standards and
quality assurance policies and procedures. Develop methods for integrating
different products so that they work together seamlessly. Develop and maintain
definitions of Oracle and DB2 data in the district’s data dictionary.
Create and/or maintain entity relationship diagram models, data modeling and
normalization for database development. Ensures logical data models are mapped
effectively and efficiently. Respond to and resolve database access and
performance issues. Create and maintain database systems to include PL/SQL
triggers and stored procedures. Monitor and optimize database systems for
execution time, efficiently and physical storage. Develop, implement and
maintain change control and testing processes for modifications to database.
Perform database transaction and security audits. Establish appropriate and
end-user database access control levels. Maintains complex applications.
Monitors and assists in the evaluation, maintenance and applications
development. Analyzes, reviews, and revises programs to increase operating
efficiency. Assists in training of other Information Technology employees as
assigned by the supervisor. Performs duties in a professional, ethical, and responsible
manner as defined in the SBEC Code of Ethics and Standard Practices for the
Texas Educators.
